RFI: VN Medal

I have looked all over the internet for this medal. It is supposedly a
medal issued by the So. Viet Nam. This is an award for a young man from Oak Park who was KIA.
If you do not get this in color.... the dark areas are green, and the light area in the middle is yellow with green stripes. the outside edge is white.
The writing inside the wreath at the top says "quan cong" and the bottom says "boi tinh"
In the middle, it looks like ToOUoC
